Per N.J.S.A. 39:6A-2(h):

"Pedestrian" means any person who is not occupying, entering into, or alighting from a vehicle propelled by other than muscular power and designed primarily for use on highways, rails and tracks."

Basically, this means someone who was not involved in using a motor vehicle. People riding bicycles or other vehicles which are propelled by human energy are "pedestrians."

The reference to pedestrians in N.J.S.A. 39:6A-9.1 is because N.J.S.A. 17:28-1.3 requires certain vehicles (those vehicles that are not "automobiles") to carry PIP coverage only for the the benefit of pedestrians struck by those vehicles. Vehicles carrying this coverage are not exempted from PIP recovery.
